NSW Housing Delivery Authority keeps kicking goals

Urban Taskforce Australia CEO, Tom Forrest, was again pleased to welcome, this afternoon, the announcement of the deliberations of the third tranche of the Housing Delivery Authority (HDA) Expressions of interest (EOI).

The HDA met for the third time on March 7, 2025 and considered a further 32 Expression of Interest applications against the published criteria. Of the 32 EOI applications considered, the HDA recommended the Minister for Planning and Public Spaces that:

  • 19 EOI applications be declared under the HDA State Significant Development (SSD) pathway. These EOIs represent 9,009 potential new-home approvals if they successfully proceed through their respective SSDA assessments.
  • 9 EOI applications are not recommended to be called in as SSD
  • 4 EOI applications were deferred for further information and future consideration

Urban Taskforce understands that over 200 EOI applications have been submitted.

So far, the Housing Delivery Authority is proving to be a major success.  Full credit must go to the HDA leadership, the DPHI State Significant Development Assessment team, to Premier Minns and to Planning Minister, Paul Scully. Despite some predictable consternation from Councils, the HDA is kicking goals for housing supply and housing affordability.

In their first three meetings, the HDA has:

  • Considered 99 Expressions of Interest in total
  • Recommended that 54 EOIs be approved to progress to SSDA (State Significant Development Application) assessment representing 26,348 homes in total if approved at the end of the SSDA assessment and determination process
  • Advised that 5 EOIs were already in the SSDA stream and will be monitored
  • Deferred 7 while seeking further information
  • Rejected 33 EOIs and advised that they should seek alternative planning pathways for assessment.

Urban Taskforce further welcomed the decision to ensure stability in the Planning space through the ongoing appointment of Minister Paul Scully to the Planning and Public Spaces portfolio.  We are starting to see significant gains in this key portfolio area, and this is not the time for change.
