Urban Taskforce Australia is a not-for-profit, peak industry representative organisation, representing property developers and equity financiers. Our comments relate to the broad framework and context for this round of proposed NCC changes.
The last round of updates to the NCC contained, amongst other things, increases to the thermal performance requirements for buildings.
However, their implementation was postponed, in part or completely, by almost all States and Territories, due to cost and logistics issues associated with their implementation.
The policy changes were well meaning, professionally prepared and followed extensive consultation. And yet, despite this, their implementation was postponed across Australia. This situation reflects a fundamental disconnect between the practical realities of what is happening in the property construction marketplace, and those preparing changes to policy and codes of practice.
Every effort must be made to ensure that such a disconnect is not manifest again.
