In a previous member alert we advised that Holroyd City Council was re-exhibiting its draft local environmental plan. The Council has extended its exhibition period to 31 August, 2011. It should be noted that many residential areas of the Holroyd local government area currently permit medium density development, however if this plan is made, this form of housing will be prohibited in the majority of locations where it is currently permitted. The Department of Planning and Infrastructure have a number of voluntary planning agreements on exhibition relating to significant urban development proposals within the Lake Macquarie local government area. These are for:
- Middle Camp Residential Development (Southern Estates) where the developer is Coal & Allied Operations Pty Limited and Catherine Hill Bay Land Pty Limited;
- Nords Wharf Residential Development (Southern Estates) where the developer is Coal & Allied Operations Pty Ltd;
- Gwandalan Residential Development (Southern Estates) where the developer is Gwandalan Land Pty Ltd; and
- Black Hill Employment Lands (Northern Estates) where the developer is Black Hill Land Pty Ltd and Coal & Allied Operations Pty Ltd.

Leichhardt Council has placed a Council endorsed version of their draft comprehensive local environmental plan (LEP) on the Council website. This draft LEP is the version being sent to the Department of Planning and Infrastructure seeking certification to officially exhibit. The Council is expecting to officially exhibit the LEP in early 2012. The Council endorsed draft can be accessed from here.
Penrith City Council has approved further significant residential subdivisions on the St. Marys ADI site. When fully developed the site, known as Jordan Springs, will accommodate approximately 2,450 dwellings with a residential population in the order of 6,400 people. This approval relates to stages 2 and 3 of the residential development over an approximate area of 55.39 hectares. Approximately 635 lots will be created under this approval. Sydney Water has announced new development levies for the Rouse Hill recycled water system. From 15 August 2011 the developer charge for a new home in the Rouse Hill development area will be $3,941. This replaces the charge set in the 2001 Development Servicing Plan (DSP) which set the developer charge for a new home at $2,529. The 2011 DSP can be accessed from here.
