6 AUSTRALIAN EXAMPLES OF PLANNING APPROACHES TO SUPPORT MIXED USE PRECINCTS VICTORIA’S COMMERCIAL 3 ZONE AND MIXED USE ENTERPRISE PRECINCTS In September 2018 the Victorian Government announced a new zone in a document titled “Unlocking Enterprise in a Changing Economy”. The new zone is ‘Commercial 3’ which specifically supports the new creative industries, small manufacturers and startups. The report on the new zone states “To accommodate this emerging economy and changing ways of working we need locations where co-working spaces, start-ups, makers, micro- manufacturers and other enterprises can flourish. We need vibrant locations that reduce the barriers in taking a good idea and turning it into a new product or process fit for markets around the corner or around the world.” The new Commercial 3 zone is intended to ‘promote innovative and enterprising mixed-use precincts.’ Up to 50 percent of the area can be residential uses. ADELAIDE DRIVES MIXED USE The Lord Mayor of Adelaide in the Guide to Mixed Use Development states that the council is committed to revitalising the city as the heart of the state “and successful mixed use development is critically important to achieving this.” He goes on to say “Development that combines different uses brings vitality to the city, adds life and safety to our streets and opens up opportunities which can be readily accessed by more residents, workers, students and visitors.” The report includes successful examples of mixed use development in Adelaide including Bent Street apartments, Tower Apartments and Aqua Apartments all of which include areas for work as well as for residential uses.
